The CoS has both internal and external responsibilities to execute the mission of the Vice President and the Division of Public Safety. This position is categorized as essential personnel and serves on-call (24 hours/7 days) to respond for emergencies as well as receive emergency/urgent notifications.Job DescriptionProject Management:The CoS provides support for strategy, execution, project management and is critical to supporting the Vice President and DPS Leadership Team. Anticipating the needs of the Vice President, the CoS will coordinate and manage high level projects among university and DPS team members. The CoS will assist the Vice President in furthering priorities, acting as a liaison for several university partners.Strategy Planning and Analysis:In conjunction with the Vice President, oversees strategic priority setting, collection and reports on effectiveness of implemented priorities and strategies. Assists Vice President in long-term planning for the division. Compiles data and reports to the Vice President regarding metrics, statistics, and crime trends.Position is also responsible for measuring and enhancing the delivery of stakeholder satisfaction, project management of key initiatives, program development and benchmarking DPS services against peer institutions nationwide.Communications:Serves as Public Information Officer both internally and externally for the Division under the direction of the Vice President. The position has both sole and delegating responsibility for the following areas: chief liaison to university Offices of General Counsel, Audit, Compliance and Privacy, and University Communications; chief liaison to City Departments and Offices; research of and compliance with all City, State and Federal regulations and laws directly affecting the operations and adherence to laws by DPS.Oversees Emergency Communications to Penn Community including SMS and email messaging (UPennAlert), at the direction and approval of the Vice President.Administration:CoS will oversee the management of the Vice President's schedule and details for meetings and events, including preparation and distribution of materials.Supervises staff within the Vice President's Office, as well as consultative role with the eight Directors of the eight departments within Public Safety and all divisional administrative matters relation to Division-wide projects and special events.Regulatory:Chief university coordinator for federal Clery Act compliance, overseeing public notification through daily crime log, timely warnings, emergency notification and Annual Security Report. Coordinates mandated annual training for all Campus Security Authorities.Qualifications:A Bachelor's Degree with 7-10 years progressively responsible related experience or equivalent combination of education and experience required. Prior experience in project coordination required. Great attention to detail and must be capable of multi-tasking in a high-paced environment.
