Job Description:

Family Empowerment Centers (FEC) are community-based prevention hubs that provide time limited engagement and support to children and families at risk of formal child welfare involvement. These hubs specifically cater to the needs of families referred by Department of Human Services (DHS). The goal of the Family Empowerment Center is to divert families from entering into formal child welfare services. The center's design must enhance the strength and stability of families; increase parent confidence and skills in their child-rearing abilities; and afford children a stable and supportive family environment.

The Family Empowerment Center (FEC) Community Navigator will handle those cases referred by the Department of Human Services for families seeking assistance. FEC Community Navigators will work with low-moderate risk families and focuses on proactive community linkages, stabilization, and concrete supports to address a family's long-term needs. Services will be primarily geared towards providing social and structural supports that will strengthen families and prevent entry or re-entry into the formal child welfare system. The FEC Community Navigator will work directly under the supervision of the FEC Tier I Supervisor.

Essential Program Functions

---Provide in home services to at risk families or individuals at a minimum of once a month or as needed.

---Provide case management services (crisis intervention, advocacy, family assessment, and plan.)

---Safeguard the confidentiality of client families.

---Promptly report all conflicts among client families, or serious incidents involving client and families within 24 hours of the incident.

---Provide services and support outside of the normal working hours to accommodate family's needs when necessary.

---24 hours on call availability to respond and support families during emergencies.

---Develop service plans for clients and families.

---Promptly document case work on appropriate forms.

---Regularly attend and actively participate in staff meetings, supervision, staff training sessions, case reviews, etc.

---Maintain client records in an up-to-date manner and in accordance with DHS regulations.

---Consistently keep updated client records in DHS and agency databases as required by program standards.

---Perform related duties as assigned.

Knowledge, Skills, and Abilities (Career Pathway: Direct Services)

All Staff Competencies

---Basic understanding of Congreso's mission, vision, values, programs and services, and business plan.

---Knowledge and understanding of the targeted community needs and demographics.

---Understanding of legal criteria for issues such as confidentiality, domestic abuse, child abuse, and mandated reporter requirements.

---Ability to provide nonviolent intervention with a high level of ethical standards of conduct, cultural sensitivity and within appropriate boundaries and limits.

---Ability to effectively use standard office equipment.

---Possesses strong interpersonal skills as demonstrated by compassionate, courteous, cordial, cooperative, and professional interaction with diverse groups of co-workers, external business partners, and the community.

---Ability to operate a computer and use a variety of common software programs including Microsoft Office, spreadsheets, UNIDAD, and customized databases.

---Adheres to all Congreso and departmental policies and procedures.

---Attends all Congreso in-services as required.

---Strong written and verbal communication skills and effectively communicate with individuals and groups.

---Bilingual (Spanish/English preferred)

Direct Services Staff Competencies

---Knowledge of legal and political issues, and community resources and benefits that impact and/or benefit the targeted client needs.

---Knowledge of basic client management procedures (PCM Model) for determining eligibility, assessing needs, identifying resources, making referrals, following up, and documenting client interactions and proactively supporting client's pursuit of education and employment goals throughout the agency without regard to program service.

---Demonstrates understanding and knowledge of the Latino culture and availability of North Philadelphia community resources.

---Ability to effectively interview and engage a client in appropriate programming.

---Ability to effectively conduct one on one advocacy and/or educational presentations.

---Ability to work in a team structure - demonstrating ability to collaborate and contribute to the team's work.

Experience, Education, and Licensure

Minimum Experience:

---At least 2 years' experience in providing supportive services in a community setting.

---Familiar with the North Philadelphia/Latino community needs and knowledge of resources within the community.

---Understanding of legal criteria for issues such as confidentiality, domestic abuse, child abuse, and mandated reporter requirements.

---Ability to provide prevention services with a high level of ethical standards of conduct, cultural sensitivity and within appropriate boundaries and limits.

---Possesses strong interpersonal skills.

---Ability to operate a computer and use a variety of common software programs including Microsoft Office, spreadsheets, ETO software (agency database), and customized databases.

---Strong written and verbal communication skills in English and Spanish, and effectively communicate with individuals and groups.

Required Education: BA/BS in Social Work or a closely related field from an accredited college/university.
