Energize your career with Constellation.PRIMARY PURPOSE OF POSITIONResponsible for providing technical, regulatory, and programmatic direction on environmental issues for Constellation Power. Assures that the highest level of compliance is maintained with all applicable environmental rules and regulations. Responsible for licensing, permitting and completion of specific environmental regulatory filings in one or more environmental programs, with a primary focus on, but not be limited to, the Air Quality program.
PRIMARY DUTIES AND ACCOUNTABILITIES
- Prepare and submit permit applications, review drafts, prepare comments and negotiate final Air Quality and other related permits.
- Prepare, review, and submit agency Air Quality reports and filings, and respond to agency inquiries. Comment on proposed regulations and legislation as appropriate.
- Provide facility advice, develop and implement environmental strategies, prepare and issue regulatory interpretations related to Air Quality subject matter expertise.
- Provide technical and regulatory support and expertise to environmentally related projects and programs to assure compliance with Air Quality environmental regulations.
- Participate in EMS ISO 14001 certification, review and improvement activities.
- Develop and track site level environmental performance.
- Review and update the Constellation Power "Management Model" related to Air Quality subject matter expertise.
- Perform all other duties as assigned.

The Air Program Subject Matter Expert (SME) is responsible for providing technical and regulatory support and expertise to all air quality related compliance issues, projects, programs including CEMs (continuous emission monitoring systems).
Specific Responsibilities include:
- Develop and submit Air Quality (Title V, ATC, PSD) applications/renewals/modifications. Negotiate permit conditions with Local, State and Federal regulators.
- Perform air permitting applicability reviews (PSD, NSR).
- Prepare and submit annual NOx and SO2 compliance certifications (CAIR/CSAPR) and transfer allowances accordingly.
- Monitor, track, evaluate, and interpret new and existing environmental regulations and legislation. Prepare and issue regulatory interpretations and guidance documents as necessary.
- Support Risk Management Plan (RMP) compliance.
- Support Environmental Awareness Training.
- Conduct site specific Air Program self-assessments.
- Review air emission inventories, excess emissions reports, deviation reports and other agency reports.
- Assist with review and/or preparation of site quarterly, semi-annual, annual reports a necessary.
- Actively participate in state and federal industry coalition groups
- Provide support to due diligence activities as needed.
- Manage the corporate Continuous Emission Monitoring System (CEMS) software contract including Data Acquisition and Handling System (DAHS) server support and vendor activities.
- Identify CEMS improvements; lead software improvements.
- Develop and maintain corporate CEMS processes / procedures.
- Provides regulatory assistance to the Regional Environmental Manager, Site Environmental Specialist and/or Technical Staff.
- Provide feedback to Technical Managers and Engineers regarding hardware issues affecting CEMS data.
- Reviews CEMS changes to ensure regulatory compliance with Federal, State and local requirements.
-Troubleshoots CEMS software and reporting issues with Site Environmental Specialist and vendor.
- Assists with data transfer to internal stakeholders.
- Conduct site specific CEMs Program self-assessments.
- Develop and maintain internal CEMS emissions data reporting products for Station and Corporate Stakeholders
- Manage and execute annual and season allowance transactions to maintain compliance with programs, such as ARP, CSAPR, RGGI. -25% Travel (as necessary) QualificationsMINIMUM QUALIFICATIONSSpecial certifications/technical skills requested:Qualifications POSITION SPECIFICATIONS

Minimum:
- BS in engineering, natural or physical sciences, chemistry, or environmental science with 6+ years professional experience OR
- Associates Degree with 8+ years experience and 3+ years exempt-level experience.
- In-depth knowledge of Air Quality environmental regulatory requirements.
- Experienced with CEMS compliance and Stackvision software.
- Ability to manage multiple issues/priorities with conflicting priorities.
- Strong analytical skills.
- Excellent interpersonal and communication skills, including written and verbal.
- Strong computer skills, including knowledge and proficiency in Microsoft Office Suite products.

Preferred:
- Project Management experience
- Advanced Decree (MS, M. Engr) in natural or physical sciences, or environmental engineering
- In-depth experience with interpreting and maintaining compliance with state and federal continuous emission monitoring programs (e.g. 40 CFR Part 60 and 75)
- Knowledge and Understanding or Air Quality Dispersion Modeling (AERMOD, CALPUFF, etc.)
- Knowledge of power plant operations
- Position reports to Manager, Environmental Programs
- Position has a direct impact on plant operation and serves as in-house technical expert to fleet-wide Power facilities in area of expertise.
- Position requires a high level of independence and ability to make decisions in areas of subject matter expertise.
