Background
NAVSUP is responsible for total Supply Chain Management for the entire inventory of Aviation Support Equipment. This responsibility encompasses all aviation ships and shore activities throughout the world. The Program Office is responsible for the Program Management, Acquisition, Engineering, Testing, Integration and Life-Cycle Support of all Common Support Equipment (CSE) and Automatic Test Equipment (ATE).
New aircraft, targets, ranges, missiles, avionics systems, engines, armaments, and mine sweeping systems acquired by the Naval Air Systems Command (NAVAIR) require Support Equipment (SE) for operational readiness. To ensure that SE is available for support of these weapon systems when they become operational, the Navy utilizes a procedure known as the Support Equipment Recommendation Data (SERD) process. The End - Article contractor recommends SE by submitting a SERD to the Navy for review and approval. Navy approval of a SERD and subsequent contracting actions lead to the acquisition of the recommended SE End Items and the Integrated Logistic Support (ILS) required for that end item.
The SERD is the primary data record used to document End Items of Peculiar Support Equipment (PSE), which is generally used for a specific End Article, and Common Support Equipment (CSE), which generally is used for a number of different End Articles.
Job Description:
Sabre88 is seeking a Part-Time Packaging Specialist in the SERD process of NAVIR. The position requires:


  • 5 years of experience with military preservation, packaging methods, the articles and items to be packaged, packaging materials, packaging regulations, packaging specifications, and packaging guidelines

  • A working knowledge of the DOD and Navy Supply System logistic cycles

  • An ability to develop packaging requirements for the entire range of items managed by NAVSUP - WSS and provide the data in prescribed NAVSUP - WSS data base format

  • An in-depth working knowledge of specifications: MIL-STD-2073-lD

  • An ability to read and interpret complex engineering drawings, equipment manuals, and instructions to determine the material characteristics of end articles and end items upon which preservation - packaging decisions are based
    Business/Core Hours of Operations are: 16 hours per week between 6:00 AM and 5 PM (DAYS M-F)
    Knowledge of the Following:

    • Knowledge of NAVSUP Support Equipment decision-critical data i.e., SERMlS and AUTOSE RD, etc., and programs involved to interface with NAVAIR SE community

    • Knowledge of unique NAVSUP business system/processes

    • Capability to analysis and design in Client Server/ODBC SQL programming

    • Knowledge of Visual Basic 6.0 systems utilizing Oracle and Access databases

    • Knowledge and experience in creating, maintaining and reporting from Access tables

    • Knowledge of Microsoft Software Suites
      Major Duties:
      In order for the SABRE88 SERD Team to deliver new repairable Navy Managed items in to the supply system these items must have packaging requirements assigned. Via the Support Equipment Recommended Data (SERD) document. The Packaging Specialist shall:

      • Develop/establish the Packaging Handling, STORAGE and Transportation (PHS&T) data for each item of supply. This must be contingent/justified by the Source, Maintenance, and Recoverability (SM&R) code assigned

      • The (PHS&T) data that is developed is in accordance with the MIL-STD-2073-1E per the requirements delineated in NAVSUP WSS CONTRACTOR PACKAGING, HANDLING, STORAGE and TRANSPORTATION DESK GUIDE.
        Specific Duties:

        • Develop Packaging data for each new navy repairable item the SABRE88 NAVSUP WSS Serd team initiates.

        • To update the Support Equipment Maintenance System (aka AUTOSERD) documenting actions taken.

        • To create (PHS&T) data within the File Maintenance Tool (FMT) against the new stock number request.

        • To further maximize packaging efficiencies when the level of maintenance changes (specifically changes to the Source, Maintenance and Recoverability Code- SM&R) or funding code (COG) change Functionally Significant Items (FSI) composed of major repairable i.e., Weapon Replaceable Assemblies (WRA'S) and Shop Replaceable Assemblies (SRA'S) are further evaluated for reusable pack/container packaging.

        • Determination if an item requires "Crown Jewel" Packaging
          Qualification and Education Requirements:

          • Bachelor's degree required or a minimum of at least 10 years working as a Navy Supply Packaging Specialist

          • Five years of professional experience required

          • High level of confidentiality
            Background/Security Requirements:

            • Must clear federal background and reference checks.

            • Must have the ability to obtain a security clearance for the purpose of possessing a CAC card; accessing the NAVSUP WSS facility and using and accessing required DOD hardware/ software in office or remotely.
