work.(sm) Optum is seeking an experienced Program Manager/Agile
Practitioner to join a highly visible and dynamic Government
Services Project Management team. The Program Manager is
responsible for overseeing all aspects of Program and Project
Management for the Community and State Medicaid and Dual plans. The
Program Manager will partner with business representatives,
architects, and system engineers to understand business and
technical requirements, schedule and manage delivery within an
Agile framework maintaining a high level of quality. You'll enjoy
the flexibility to telecommute* from anywhere within the U.S. as
you take on some tough challenges. Primary Responsibilities:
- In consultation with stakeholders, lead or contribute to the
development of program or project scope statements, (e.g.
program/project charter, Statement of Work)
- Within the Agile construct, work with resource managers,
Release Train Engineers (RTEs) and SCRUM Masters to drive the
identification of the skills, duration and effort required for
successful project execution
- Coordinate project work across a cross-functional team
including vendor relationships; creates and executes project
timelines and milestones using the appropriate tools
- Work with stakeholders to establish/apply quality objectives,
criteria, standards, and levels using appropriate quality
management methods
- Develop, communicate and implement program/project risk/issue
management plans and strategies (e.g. mitigation, avoidance,
transfer, acceptance)
- Facilitate effective communication among internal and external
partners and prepare presentations to organization leaders and
project stakeholders
- Align and track digital initiatives with strategy and product
teams to identify gaps and work to resolve gaps
- Maintain initiatives in project managements tool in
coordination with the Product Strategists and Technical Product
Managers
- Collect, analyze and maintain financial forecast information
(e.g. labor, hardware, software) using input from applicable
sources
- Hold team members accountable for their tasks within the
project plan timeframe You'll be rewarded and recognized for your

Required Qualifications:
- Undergraduate degree or equivalent experience
- 3+ years of project management experience using data and
information to make business decisions
- 3+ years of experience with Agile methodology (feature
refinement, design, development, test and implementation)
- 3+ years of experience interacting with key leaders within the
business and technology functions
- 3+ years of experience overseeing multi-function project teams
Preferred Qualifications:
- Agile Certifications such as SAFe, Agile PMP, Certified SCRUM
Master
- Healthcare, Provider or Insurance experience; Experience with
Government insurance plans and compliance (Medicare, Medicaid,
Affordable Care Act)
- Experience working with MS Project, Excel, Visio, PowerPoint
and SharePoint
- Experience leading and/or coaching
- Experience of problem-solving and use of solid -analytical
skills

salary range for Colorado residents is $82,100 to $146,900. The
salary range for Connecticut / Nevada residents is $90,500 to
$161,600. Pay is based on several factors including but not limited
to education, work experience, certifications, etc. In addition to
