Broadway New York, NY 10004 FULL/PART-TIME FULL SALARY RANGE:
$110,000 - $125,000 DEADLINE: Until filled This position is
eligible for telework which is currently one day per week. New
hires are eligible to apply 30 days after their effective date of
hire. SUMMARY : The Manager, Recruitment Systems and Data Integrity
ensures the accuracy, compliance, and optimal performance of
recruitment technologies, including the ATS, ERP Systems, and SaaS
platforms, to streamline Talent Acquisition processes across all
agencies. The role exists to drive system efficiency, and maintain
data integrity, and align recruitment technologies with
organizational goals, while strategically optimizing recruitment
workflows to support enterprise-wide hiring strategies and future
growth. RESPONSIBILITIES : Select, develop, and motivate personnel
within the Talent Acquisition department while fostering the growth
of end-users in effectively leveraging the Applicant Tracking
System (ATS). Provide tailored training, coaching, and support to
enhance system proficiency and ensure best practices are
consistently applied. Create a professional and inclusive
environment that empowers users to maximize system functionalities,
contributing to efficient and compliant recruitment processes.
Conduct regular audits of the Applicant Tracking System (ATS) and
other recruitment platforms to ensure data integrity, accuracy, and
compliance with internal policies and external regulations. Develop
and implement audit processes to identify and rectify discrepancies
in applicant data and recruitment actions. Stay informed of
relevant laws and regulations, making necessary updates to ATS
processes to maintain compliance throughout the recruitment cycle.
Configure the ATS and ERP recruitment systems to meet evolving
business needs, ensuring the platforms are optimized for
efficiency, user experience, and data integrity. Collaborate with
IT and ATS vendors to develop and execute test plans for system
updates, troubleshoot both routine and complex technical issues,
and implement system enhancements. Actively incorporate feedback
from end-users to improve system usability and functionality while
maintaining operational continuity. Drive the strategic integration
of recruitment systems to streamline workflows, enhance recruitment
processes, and align with organizational goals. Manage applicant
data within the ATS to ensure timely and accurate entry,
maintenance, and reporting of data. Develop and maintain
standardized processes for data management to ensure consistency
and accuracy. Generate and analyze reports to provide actionable
insights into recruitment metrics, trends, and areas for
improvement, supporting data-driven decision-making across all
agencies. Partner with HR Business Partners and Talent Acquisition
teams across all agencies to deliver effective support and training
on ATS functionalities and best practices. Develop comprehensive
training materials and conduct large-group training sessions to
ensure users understand the system and adhere to compliance
requirements. Serve as the primary point of contact for ATS-related
queries and issues, providing timely and effective solutions.
Identify opportunities to enhance recruitment processes and system
usage through innovative solutions and best practices. Lead
cross-functional initiatives to improve the efficiency, accuracy,
and compliance of recruitment operations. Collaborate with
stakeholders to implement strategic improvements that support
organizational goals. Lead implementation of new system features
and integrations for ATS and ERP recruitment platforms to align
with long-term organizational objectives. Drive system
modernization efforts to support workforce planning and enhance
recruitment capabilities across the organization. Other duties as
assigned. KNOWLEDGE, SKILLS, AND ABILITIES : Strong understanding
of recruitment workflows and talent acquisition processes, with the
ability to align systems with organizational goals. Must have
knowledge of HR processes, recruitment cycles, and data compliance
requirements (e.g., GDPR, OFCCP, or similar) to ensure legal and
policy adherence. Must have knowledge of configuring, testing, and
managing Applicant Tracking Systems (ATS). Expertise in data
visualization tools (e.g., Tableau, Power BI) to create actionable
insights from recruitment metrics. Proficiency in data analysis
tools (e.g., SQL, R, Python) and reporting software to analyze and
interpret complex data sets. Strong understanding of data
management and governance practices to ensure accuracy and
compliance. Demonstrated analytical capabilities, with excellent
problem-solving skills and a strategic mindset to drive process
improvements and system efficiency. Must have strong managerial
skills to effectively direct a staff of professional and technical
employees in implementing short- and long-term goals. Demonstrated
ability to lead cross-functional teams and manage relationships
with internal stakeholders and external vendors, including ATS
providers, background check vendors, and public entities.
Demonstrated ability to work in a high-profile, high-pressure
environment while managing competing priorities effectively. Strong
communication and interpersonal skills to deliver effective
training, support, and collaboration across all levels of the
organization. Demonstrated ability to communicate effectively with
key internal and external stakeholders, including staff at federal
or state agencies and external vendors. Excellent organizational
and presentation skills to support reporting, training, and team
development initiatives. Strong project management skills, with the
ability to manage multiple priorities, deadlines, and long-term
projects effectively. Demonstrated ability to complete projects
efficiently while identifying opportunities for process improvement
and innovation. Demonstrated proficiency in Microsoft Office Suite
or comparable applications, including Word, Excel, PowerPoint, and
Outlook. May need to work outside of normal work hours (i.e.
evenings and weekends) Travel may be required to other MTA
locations or other external sites EDUCATION AND EXPERIENCE :
REQUIRED: Bachelor’s degree in Human Resources, Business
Administration, Information Systems, or a related field. Minimum of
five (5) years of experience in HR, with a focus on recruitment
operations, data management, and system administration. Minimum
three (3) years of experience in technical tools SQL, R, or Python
or relevant experience. Experience with Applicant Tracking Systems
in a configuration in system management or optimization roles. (2)
Years proven experience implementing and integrating SaaS platforms
and ERP systems in HR environments. PREFERRED: Master’s degree in
Human Resources, Business Administration, Information Systems, or a
related field. At least 8 years of experience in HR, with a focus
on recruitment operations, data management, system administration,
and strategic responsibilities. Experience in a large,
multi-faceted, fast-paced organization or governmental body,
ideally involving complex recruitment and data management
processes. Progress toward or attainment of certifications in HRIS,
Applicant Tracking Systems (ATS), data management, or technical
skills such as SQL, R, Python, data visualization tools (e.g.,
Tableau, Power BI), or project management (e.g., PMP, PRINCE2).
Familiarity with the MTA’s policies, procedures, and recruitment
systems, or equivalent experience in a large public-sector
