ORGANIZATION: Net Community Care is a division of Northeast
Treatment Services (NET), a non-profit organization serving the
Philadelphia region. As a designated Community Umbrella Agency
(CUA) for the Department of Human Services, Net Community Care
operates CUA1 and CUA7, providing comprehensive child welfare
services focused on safety, permanency, and family well-being.
Grounded in trauma-informed care and cultural humility, Net
Community Care works to stabilize families, support youth
development, and ensure children can grow in safe, nurturing, and
permanent homes. The organization is committed to strengthening
communities through collaboration, accountability, and continuous
learning. SUMMARY: The Case Management Director is responsible for
the oversight and daily operations of the Community Umbrella Agency
(CUA) program. This includes direct supervision of program
supervisors and other assigned staff, ensuring timely case
assignments, and maintaining compliance with documentation
standards such as assessments and Single Case Plans. The Director
plays a key role in developing and refining program policies and
procedures, facilitating staff training, and serving as liaison
between the agency, the Department of Human Services (DHS), and
other stakeholders. This position requires a strategic leader who
can manage complex systems while fostering a supportive and
accountable environment for staff and families served.
Qualifications WHAT SUCCESS LOOKS LIKE IN THIS ROLE: Success in the
role of Case Management Director is defined by the ability to lead
with clarity, compassion, and strategic oversight. Daily, the
Director is actively engaged with supervisors and case managers,
offering guidance, conducting case reviews, and ensuring that staff
are well-trained and supported. The Director ensures that cases are
assigned promptly, and that all documentation meets DHS standards,
reflecting a commitment to quality and accountability.
Collaboration is a cornerstone of the role, as the Director works
across departments to ensure that client needs are met through a
coordinated and integrated approach. Data-driven decision-making is
used to enhance program effectiveness and inform continuous
improvement efforts. The Director is also a steady presence during
crises, providing leadership and support during emergency
situations and participating in on-call rotations. Above all,
success in this role means fostering a culture of empathy,
professionalism, and excellence in service delivery, where families
feel supported, and staff are empowered to perform at their best.
MINIMUM QUALIFICATIONS: Master’s degree or above from an accredited
college or university with a major in the human services field plus
years of experience supporting management level staff Minimum of
five years of experience in Child Welfare & Social Services Minimum
of three years of supervisory experience Strong knowledge about
child welfare practice including tenets of safety, permanency, and
well-being. Budgetary experience is helpful. Demonstrated
proficiency in Microsoft Word and Excel at the intermediate to
advanced level. Excellent time management and organizational
skills. Advanced oral and written communication skills to
effectively problem-solve. Must be a team player, patient,
flexible, and can multi-task. Demonstrated ability to complete
multiple tasks in a timely and accurate fashion in a fast-paced
environment. Experience in an administrative/clerical capacity
required. Experience in a mental health setting preferred. Must
have valid driver’s license.
