The Division's mission is to create and sustain a vibrant, safe, supportive environment at Rowan's campuses. The Division is dedicated to providing leadership in facilities development and management, campus planning, and business operations. This division is led by the Vice President of Facilities, Planning, and Operations. The Department of Facilities Operations is a part of the Division of Facilities, Planning and Operations. Through collaboration and partnership with the rest of the Division of Facilities, Planning and Operations and campus community, this Department leads the overall management of facilities operations including Trades Staff, Central Plant Operations, Department of Environmental Health, Safety and Fire Safety, and Custodial Operations. Under the limited supervision of the Assistant Vice President for Facilities Operations, the Director of Environmental Health and Fire Safety directs and manages the overall operation of the EH & S department. The Associate Director of Life Safety- Fire reports directly to the Director. The Associate Director is primarily responsible for the administration of the fire protection/prevention program, life safety, and related loss control programs at the University to assure compliance with federal, state and local regulations and to achieve the optimal control or reduction of the hazards and exposures which are detrimental to people and/or property. Work is performed under general direction and employee plans and arranges own tasks; direction is occasionally provided by supervisor; must be able to apply standard policy or procedure to routine problems or duties without benefit of specific guidelines; determines actions to be taken without immediate direction of supervisor in all but unusual cases; creates new procedures for resolving non-routine matters having a moderate to high potential for generating conflict. University policy, government regulations, institutional precedents, professional standards and accepted practices govern independent action. Position routinely interacts with students, staff, faculty, unit administrators and regulatory agencies, and functions as an internal consultant to all levels of the University in matters of fire and safety. This position supervises 2 Senior Safety inspectors as well as student workers. Failure to perform tasks satisfactorily can result in liability, property damage, injury or fatality, regulatory noncompliance, and fine, imprisonment or both. Essential Duties and Responsibilities: * Responds to and investigates EH & S emergencies related to fire and life safety. * Oversees and administers the day to day operations of the Fire and Life safety program ensuring compliance with University, Federal, State and local regulations and policies. This includes, but is not limited to: administering the contracts for inspection, testing, maintenance and placement of fixed and portable fire extinguishing systems: coordinates fire extinguisher inspections conducted by other departments: audits/inspections and testing of detection/suppression systems. Conducts special facility inspections for fire safety, general safety, loss control, code compliance and other hazards, coordinates and accompanies insurance inspectors: reviews plans for assembly occupancies relative to: life safety, general safety and compliance with city and state codes; recommends corrective actions regarding the above. Coordinates the program for issuing of open flames permits and permits for pyrotechnic displays. Reviews plans for new construction and renovations, reviews and interprets codes and regulations, makes recommendations regarding the above. * Serves as the primary liaison between the University Community, the State and City's Fire Marshal's office, as well as the local fire department on all matters regarding fire/life safety. * Consults with administrators, faculty and students concerning fire safety and general safety issues; provides training on a wide variety of related subjects: represents the Department on a variety of departmental or University Committees (i.e. departmental safety committees): recommends actions that will help assure compliance with federal, state and local regulations and achieve the optimal control or reduction of hazards and exposures. This position coordinates closely with Public Safety and Residential Life to address repetitive reoccurring issues related to Life and Fire Safety. * Oversees and/or coordinates the collection, compilation, and analysis of program activity data; develops, writes, and presents comprehensive statistical and narrative program reports. Assists with establishing and implementing long and short-range department goals and objectives. Develops, implements, reviews, evaluates and recommends fire safety and general safety related procedures, policies, manuals and guidelines. * Represents the University at various local, state, regional and national EH & S or Fire Safety conferences and continuing educational courses. Assumes direct supervision of 2 full time Senior Safety inspectors assigned to the Fire Safety and General Safety Programs as well as other Department programs. * Tasked with forming and maintaining a pro-active comprehensive fire education program on campus to decrease fire hazard risks/violations and that includes student, staff and faculty participation. * Network with the local/state fire department(s) or emergency services entities to form valuable or necessary partnership(s) with Rowan campus with an aim at promoting a safer environment with regard to fire safety-related matters * Performs miscellaneous job-related duties as assigned. Requirements: Education: Bachelor's degree in a fire protection/engineering related field is required. NJ Fire Inspector or Building Inspector is preferred. Experience: Minimum 5 years of experience in life safety or fire related field. Higher Education experience is preferred. Experience with occupational safety and loss control preferred. Supervisory experience of 2 or more years preferred. Ability to gather data, compile information, and prepare reports; to react calmly and effectively in emergency situations. Skill in developing fire safety procedures, inspection practices, and protocols. Working knowledge and understanding of fire safety and prevention principles, practices, standards, and resources. Knowledge and understanding of State, Federal, and local fire/safety regulations and codes. Effective interpersonal and communication (written and oral) skills and ability to work effectively with a wide range of constituencies in a diverse community. Skill in organizing resources and establishing priorities. Ability to develop, plan, and implement short and long-range goals. Ability to foster a cooperative work environment. Skill in budget preparation and fiscal management. Special Requirements: Must pass a HAZMAT medical examination and be medically qualified to wear respiratory protective devices and other personal protective equipment as needed. Appropriate personal protective equipment/clothing must be work when necessary. This position in on-call twenty-four hours a day and seven days per week as needed to be informed of complications and create a form of response within the department. Individual must have a valid driver's license and regular access to a private reliable means of transportation in order to maneuver through the campuses when operationally necessary. Work may occasionally involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.
