Summary: Leads and overseas the proposal, customer services and order entryacquisition process for pre-identified businessopportunities. Plans and delivers pre-sales andpost-sales services and support to customers. Provides asingle point of contact for proposal process and executionsupporting program managers and account managers to provideresponsive proposals to customers. Tasks include analysis of RFQ/RFPrequirements and coordination with program management to constructproposal approach, schedule, and activities required to meetproposal delivery dates. Tasks include monitoring the developmentand delivery of proposals; manage proposals by coordinatingdepartmental or cross-functional teams. Analyzes and developsoperational processes, escalation procedures and performs trainingneeds assessments for identifying opportunities for service deliveryimprovements, proposal processes, order entry processes and valueadd to customers/clients. Lead and coordinate work activities ofCustomer Service Representatives as well as performing some proposaland customer service tasks. Oversees the planning, coordination andprocessing of sales orders. Performs this management role in amoderate complexity business representing the normal extension ofthe business area product line. --- Essential Duties and Responsibilities: Manage employees, Develop Maintain and Operate processes forProposal Management, Customer Service and Order EntryClearly and effectively communicate with internal and externalcustomers.Track quotes and proposals from the initial request to thereview and approval of the Purchase Order.Analyze requests for Information, requests for quotes, andrequests for proposals to determine who needs to provide inputto the quote.Oversee receipt of RFQs working with proposal coordinationteam to ensure administrative tasks are completed expeditiously,and proposal effort can be launchedAnalyze RFQ content and establish plan of attack. Coordinatewith PM to ensure all estimating elements are identified andaddressed in the plan.Lead development of LCM Phase 2A review and proposal approvalpackages in accordance with LCM and Phase Gate approvalrequirementsDevelop accurate presentations and reports to support internalmanagement and customer reviews.Monitor and status completion of required LCM artifacts insupport of Phase 2A reviews.Support and/or prepare basis of cost estimates, providepricing rationale and recommendations supporting quotations fordevelopment, production, and follow-on contracts. Assemble, review and incorporate the inputs from thefunctional organizations.Monitor proposal development schedule progress and addressoverall on-time to promise delivery to achieve 98% or betterdelivery success.Prepare monthly bid and proposal summaries for managementreview Establish the customer expectations of when they should expectto receive the quote, and ensure quotes are delivered on time. Coordinate B&P budget management with BD DirectorOther Duties and Responsibilities: Coordinate action amongst multiple business functions for thesuccessful execution of key business processes andcustomer/client satisfactionReview the draft and final versions of the quote to ensurethat functional input has been included, accuracy has beenchecked, quality and staffing financial considerations have beenmade, and technical ability has been evaluated to ensure thetask can be completed, any potential issues are highlighted, andthat the quotes align with costs for past performance. Ensure proposal compliance to bid instructions, FARregulations and corporate policies Facilitate hand off of program to Program Management after thepurchase order has been received and accepted.Facilitate Lessons learned and After Action Reviews of largeproposals or proposals that encountered issues. Debrief thesewith the proposal team and incorporate improvements into theprocess as appropriateSupervisory Responsibilities: Manage personnel in Proposal Management, Customer Service andOrder EntryMinimum Job Requirements: Three (3) years of leadership experience in proposaldevelopment and delivery for defense industry proposals in amanufacturing and/or engineering development environment4 year degree, or equivalent experience in applicable businessprocesses. 5-10 years related experience 3-5 years of management experienceExcellent written and verbal communications skills, along withpresentation skills.Possess excellent time-management skillsSelf-starter attitude with a desire to solve problems, supportco-workers, and grow his/her technical skills using whatevermeans are necessary (e.g. lab work, simulation, technicalpapers, added coursework, etc.).Proficient user Microsoft Office software. (MSWord, Excel,PowerPoint, Visio, Project) Proficient user SALESFORCE or other CRM tool. Required to obtain and maintain a security clearance whichrequires US citizenshipKey Leadership Competencies: An authentic and believable leader who communicates withconviction and humility and is able to engender trust throughoutthe organization.A natural communicator and influencer, using such strengths inoften difficult and complex situations.Strong emotional intelligence.Enthusiasm for building high-performing teams.
