Director, Global Procurement

Job Description:

Reporting to the Chief Financial Officer of Carpenter Technology, the Director Global Procurement (DGP) is responsible for leading all global strategic sourcing and procurement efforts to efficiently and effectively enable the value we receive from our inbound supply chain. The DGP is accountable for managing our current state practices while fostering and driving a culture of continuous improvement and material operational impact. The Director of Global Procurement leads our center-led procurement organization which includes a centralized strategic sourcing team based in Reading, PA and distributed resources in our various manufacturing locations. The procurement organization is ultimately responsible selecting, negotiating, and managing the supply base, as well as managing the execution of related tactical procurement processes required to ensure continuous supply. The incumbent will have direct responsibility for the following: --- strategic sourcing of direct materials (such as Nickle, Cobalt, Other Alloys and Scrap) and operations based indirect materials and services. --- ownership and management of the procure-to-pay process, related procurement practices and management policies. --- management of inbound supply chain management release strategies and processes to ensure continuous supply of raw materials, supplies and services at competitive and stable cost --- management of the supply base performance and related supplier development initiatives. --- compliance with all quality requirements and standards. --- leading overall procurement programs used to change the procurement landscape. Additionally, the DGP will have accountability for these key areas : --- Strategic Sourcing - developing and managing the global strategic sourcing plan and budget which includes: --- maintaining spend visibly analysis platforms and savings impact tracking tools and practices. --- facilitating our annual strategic sourcing plan and budget development process aimed at driving savings and managing supply base continuity. --- managing the execution of the resulting plan and related metrics and accountabilities processes. --- Procure to Pay Process - all activities related to our global procure to pay process, policies and practices: --- managing the procurement department staff execution of procurement processes and adherence to policies and practices. --- identifying and implementing process improvement opportunities that drive improved outcomes and department efficiencies. --- ensuring our procurement policies maintain alignment to Carpenter values, federal, state and local law (e.g., procurement, business continuity, competitive bidding, record keeping, etc.) --- Inbound Supply Chain Management - the day-to-day processes to release orders and manage inbound supply continuity: --- manage procurement department staff development and execution of raw material release strategies. --- actively monitor and manage inbound raw material supply chain from order to receipt to payment. --- actively manage effective and prudent working capital strategies. --- Supply Base Performance and Development - manage supplier performance metrics and facilitate proactive management of identified supply-based improvements, and develop supplier collaboration, development and continuous improvement initiatives. Position Performance Metrics DGP performance is measured per the following KPI's: --- Direct material fill rate and related PPV (purchase price variance) --- Indirect annual cost savings targets --- Supplier OTD --- Supplier quality --- Inbound premium freight --- 'Maverick' and spend 'leakage' related metrics Candidate Profile Skills --- Strong leadership skills with demonstrated experience leading overall procurement programs. --- In-depth knowledge of the systems and processes used to drive substantial cost savings in a production operating environment --- Solid operational management and general business skills and savvy --- Working knowledge of finance and/or accounting in terms of budgeting, cost management, financial accounting, treasury, risk management, etc. --- Industry knowledge in terms of broad industry dynamics on the buy-side (and the sell-side), but also the internal knowledge and "language of the business" --- Excellent communication skills and even better listening skills --- In-depth knowledge of sourcing and procurement principles and best practices --- Strong negotiation skills --- Experience with modern sourcing and procurement systems --- Familiarity with relevant legislative and regulatory requirements, as well as understanding of standard contractual terms and conditions to mitigate legal risk --- Strategic mindset and problem-solving skills --- Change management skills and self awareness to take varying approaches with a dynamic set of stakeholders --- Knowledge of enterprise risk management and business continuity planning --- Analytical mindset, but also creativity to seek, encourage and find non-traditional approaches that have historically "boxed-in" procurement Experience --- At least 10 years of senior supply management experience, operational management experience, or experience in the primary service delivery of the organization. --- Proven track record of delivering large savings and other value to large swaths of spend via a strong team. Education --- At least a Bachelor's degree in supply chain management, economics, finance, operations, engineering or a related area, with a Master's degree preferred. Certifications --- An industry recognized certification such as the CPSM from the Institute for Supply Management or a near equivalent from firms such as the American Purchasing Society, Chartered Institute of Purchasing and Supply, International Purchasing and Supply Chain Management Institute, The International Federation of Purchasing and Supply Management is a plus.
