Our client is a national construction contractor primarily serving the petroleum refining, power generation, chemical processing, alternative fuels, terminal oil & gas, and associated industrial manufacturing industries.
General SummaryDimensionDescriptionPurposePlan, direct, supervise, and when necessary personally perform, Construction Company quality control functions and activities as established by corporate policy to ensure corporate policies are met.Formal Policy Setting ResponsibilitiesWork in conjunction with Corporate Quality Manager to set quality department policies and recommend quality related corporate policy changes to senior management.Routine Decision Making / Problem SolvingDetermine compliance with Code, client, and company requirements and direct appropriate actions to ensure conformance to all requirements.Formal Supervisory ResponsibilitySupervise and lead all permanent and temporary Quality Assurance and Quality Control staff.
Essential Responsibilities[Importance rating: Important 1-2-3-4-5 Very important]% of TimeImportanceIncorporate safety and environmental responsibility into daily action.100%5Incorporate positive interpersonal skills when communicating or interacting with customer, subcontract, vendor, craft and NCC jobsite personnel.100%5Issue and implement NCC's quality control (assurance) program. Ensure company standards as outlined in the quality control manual are effectively implemented.100%4Utilize and improve the Management System (NMS) for effective and efficient fulfillment of requirements from customers, regulators, and NCC values, polices, objectives and targets. 100%3Provide administrative and technical direction to all quality control personnel.80%5Plan, organize and staff quality control field positions.75%5Employ organizational skills that effectively minimize obstacles that negatively impact the project. When obstacles arise, employ sound decision-making/problem solving skills to resolve the issue.75%3Prepare, assemble and distribute customer turnover packages for code related items.50%4Act as liaison with owner, regulatory agencies, subcontractors and/or internal departments on all quality control matters.50%4When necessary, develop project specific test procedures, e.g. hydro test, to comply with customer and code requirements.50%4Develop, direct and monitor strategic plans consistent with overall profit and growth objectives of office.50%3As required by the quality control program, perform activities such as audits, preparation of company standards and notification to management of quality issues and problems.40%3Review and approve internal material control documents/purchase orders as required.40%3Conduct regular walk-downs and inspections of construction projects, including safety audits, to audit craft and administrative work in progress or completed work for compliance with customer and code requirements. The ability to enter confined spaces, climb and wear all appropriate personal protection will be required.30%3Ensure adequate corrective measures are taken in cases of nonconformance.25%5Review bid inquiries for projected quality assurance cost impacts.25%3Participate in "lessons learned" meetings upon completion of projects.25%3Establish and maintain a technical library for reference as needed.25%2Perform additional assignments per the direction of the Senior Vice President - General Manager.10%5Complete customer survey forms.10%2 QualificationsTo perform this job satisfactorily, an individual must be able to perform each essential duty satisfactorily.   • DimensionDescriptionRequired knowledgeWorking knowledge of ASME Codes especially B31.3, B31.1, Section I, V, VIII, IX.Required skills or abilitiesNDT equipment normally associated with Construction projects, such as dye penetrant test kits, magnetic particle test kits, hydro test equipment, x-ray, etc. Computer software: Microsoft Office (Windows, Excel, Word, Access and PowerPoint); use of the Internet.Formal educationA Bachelor of Science degree in Engineering or equivalent combination of technical training and/or related experience is required. AWS-Certified Welding Inspector.ExperienceExtensive, ten or more years, of construction industry experience in the quality assurance field is necessary. It is vitally important the prior experience generated a thorough understanding of corporate and industry practices, processes, standards and codes, jurisdictional requirements and their impact on project activities.
