OIT uses technology to help City employees do their work better and helps residents get what they need from municipal government. The Office of Innovation and Technology unit within the Fire Department is responsible for maintenance of servers and applications, desktop and helpdesk services and support of technologies utilized by the City of Philadelphia's Fire Department

    Job Description Under the direction of the Fire IT Director, this position has management-level responsibility for planning and directing the activities of departmental information systems through subordinate administrators, technical support staff, consultants, and vendors coordinating with OIT and the Fire Department.

    The IT Manager will participate on projects and oversee daily maintenance and operations including management of Active Directory, support of workstations at the Fire Administration building, and all Fire Department locations; support of Fire Department applications and incident resolution for any IT related problems that falls outside agreed targets. The IT Manager will generally work during core business hours but will support a 365/24/7 department so must be available off-hours to assist with unplanned events. Essential Functions
    • Determine the goals of the Fire IT unit within broad outlines provided by executive management
    • Contribute to the continuity of computer services by providing necessary technical leadership and project coordination.
    • Forecast costs, equipment and personnel needs for projects and programs as required and related to MIS operations
    • Prepare long and short-range plans for application selection, systems development, and acquisition of the resources needed to support them
    • Establish and maintain relationships with both internal and external clients--
    • Uphold IT standards, policies and procedures
    • Determine staff development responsibilities and ensure technical staff receive suitable training--
    • Supervise daily activities of IT operations and IT staff
    • Other related duties as assigned Competencies, Knowledge, Skills and Abilities
      • Experience with enterprise system implementations and solution architecture
      • Working knowledge of SDLC activities with a focus on continuous improvement
      • Ability to make decisions and recommendations on technology strategies
      • Ability to learn quickly in a dynamic environment.
      • Excellent spoken and written communication as well as receptive listening skills, with ability to present complex ideas in a clear, concise fashion to technical and non-technical audiences.
      • Ability to work with cross-functional/cross departmental teams.
      • Demonstrated leadership ability.
      • Ability to work with deadlines and changing priorities in a complex environment.
      • Ability to exercise strong judgment in analyzing, appraising, evaluating and solving problems of a difficult procedural, organizational, administrative or technical nature.
      • Ability to analyze information related to computer technology to assist in directing management in the selection of software and hardware to meet the needs of the business unit.
      • Strong interpersonal skills. Qualifications
        • Completion of a bachelor's degree program at an accredited college or university, which has included major course work in Computer Science, information science, systems analysis, software engineering, or a closely related field. A postgraduate degree is a plus.
        • 5+ years related information systems experience in a management capacity
        • Experience in a governmental environment a plus.
        • Any equivalent combination of education and experience determined to be acceptable by the Office of Innovation & Technology and Human Resources Additional Information Did you know?
