Job Summary

The Enterprise Data Governance (EDG) Manager will join the Data and Analytics team in the Center for Healthcare Quality and Analytics to lead our growing team of EDG experts. The hire will be an experienced data governance leader, responsible for directly managing a team focused on the end to end management of data assets. The EDG Manager will be the functional and technical leader for the Enterprise Data Governance Program, responsible for optimizing our enterprise data governance framework. The EDG Manager will drive the establishment and execution of EDG strategic plans, ensuring alignment with CHOP organizational and analytical goals. The EDG Manager will partner with various groups across the organization, manage the network of data stewards & owners, and work with hospital leaders to develop and deliver functional initiatives focused on people, processes, technologies, standards, and data literacy, as well as effectively support technical efforts surrounding data quality, integration, automation and utilization.

The ideal candidate must be self-directed and versatile, able to build and manage relationships at all levels of the organization, and to support the needs of multiple teams, systems and products. The right candidate will be excited by the prospect of advancing our program to the next level and enhancing our enterprise data governance framework to support our next generation of products and data initiatives.




Job Responsibilities

1. Data Governance Program Management



  • Manages the creation, design, and development of EDG framework including the vision, mission, objectives, principles, and strategy
  • Serves as EDG functional and technical subject matter expert
  • Partners with stakeholders at all levels of the organization to define enterprise data standards, policies, and processes across multiple domains (data management (metadata & master data), data governance, data privacy & security, data quality, data retention, etc.)
  • Identifies data governance gaps/ challenges & facilitates the creation and adoption of policies & processes to address them
  • Understands and derives plans for data quality, management, collection, monitoring, analysis, warehousing and integration
  • Leads EDG committee, and creates reports & presentations on program plans &status
  • Oversees centralized management of data policies, standards, procedures, terms, business rules, and master data

    2. Team & People Management



    • Responsible for direct line management & mentoring of high performing EDG team direct, motivate, and develop staff to maximize their contribution
    • Acts as liaison between executives and data stewards, sponsors, and technical owners on program initiatives, adoption, education, and execution
    • Develops processes to promote and facilitate ongoing engagement with network of data stewards, sponsors & technical owners, and works with them to create ways to monitor, evaluate, and remediate data quality issues
    • Leads the formation & delivery of EDG education & data literacy
    • Plans and manages resource allocations
    • Demonstrates effective conflict resolution and negotiation skills

      3. Change Management



      • Leads change management and influences cultural integration of data governance standards & processes.

        4. Strategic Planning



        • Devises governance strategies that align with Data & Analytics objectives and CHOP organizational goals
        • Supports and contributes to strategic enterprise initiatives
        • Identifies, defines, plans and implements new EDG strategies and processes for the organization.
        • Maintains knowledge of industry best practices and evaluates new software, technologies and opportunities to improve data governance & analytics utilization

          5. Relationship Building & Maintaining



          • Collaborates & manages partnerships within CHQA, throughout the organization, and external to the institution
          • Engages with committees, key organizational decision makers and other stakeholders to ensure alignment & EDG adoption and implementation
          • Demonstrates excellent verbal and written communication skills with both technical and non-technical partners







            Required Education and Experience

            Required Education: Bachelors Degree in Computer Science, Computer/Software Engineering, Informatics, Information Technology or related fields.

            Required Experience: Minimum of seven (7) years of Data Governance




            Preferred Education, Experience & Cert/Lic

            Preferred Education: Advanced Degree in Computer Science, Informatics, Information Systems or another quantitative field.

            Preferred Experience:



            • More than seven (7) years of experience in a Data Governance role
            • Healthcare experience
            • At least three (3) years in project or program management

              Preferred Licenses/certificates/registrations:



              • Project Management Professional (PMP), Lean Six Sigma, Change Management
              • Any certifications, licenses, registrations or proficiency in appropriate Data Governance, Data Science/ Data Integration/ Data Quality/ Data Warehousing Technology, Project Management or other relevant subject domain.







                Additional Technical Requirements






                • Detailed understanding of data governance, data quality, & master data management
                • Proven experience managing data governance projects or programs
                • Proficient in SQL, R, and/or Python for data analysis/profiling
                • Experience with Master Data Management tools
                • Experience in supporting & monitoring data quality, warehousing, integration, & streamlining




                  • Experience in vendor data management
                  • Experience in process improvement and change management
                  • Possesses strong organizational and prioritization skills
                  • Can articulate technical concepts to a non-technical audience
                  • Superior problem-solving abilities; applies good judgement
                  • Can work and communicate effectively with all levels of management and staff
                  • Ability to negotiate and influence
                  • Experience utilizing Agile methodology for development
                  • Familiarity with electronic health record and financial systems. i.e. Epic Systems, Cerner, Workday, Informatica, Strata etc.
