Engineering Operations Sr Mgr Lansdale-PA-US Cobham's Integrated Electronic Solutions' (IES ) Lansdale, PA business is a leading supplier of integrated RF solutions and high power, solid state broadband transmitters for EW and Radar applications and antennas and precision positioners both for standalone aperture and positioner requirements as well as integrated sensor systems across many high performance applications.-- The Lansdale business is experiencing exciting growth and is recruiting an Engineering Operations Senior Manager to identify, manage, and drive actions critical to the engineering function and Lansdale business performance in the areas of engineering metrics, continuous improvement, engineering business processes, budgets, configuration management, information management, and coordination with operations and IT.-- The Engineering Operations Senior Manager will be a key engineering leader.-- The engineering team is very strong, encompassing over 100 engineering professionals including systems, software, RF, power amplifier, antenna, mechanical, reliability, test engineers and other specialties, located in Lansdale as well as across several other sites.---- This role reports to the Lansdale Director of Engineering.-- The ideal candidate is someone with a broad engineering, business, and continuous improvement background that has experience in managing engineering development programs and continuous improvement efforts across a diverse product portfolio and has proven capabilities to work across functions in a matrix organization to achieve operational results.-- Key Responsibilities: Manage engineering metrics collection, analysis, and improvement initiatives to measure and drive engineering performance and improve engineering effectiveness and efficiencies.-- Oversee continuous improvement efforts related to engineering development, test readiness, production readiness, and other engineering-related topics using Kaizen, A3, and other continuous improvement methods.Optimize engineering business processes (such as Life Cycle Management, Engineering Standard Operation Framework (SOF-E), and design review criteria and checklists), in coordination with the Directors of Engineering and Engineering Operations Managers at Lansdale and the other IES sites, to drive consistent application of engineering best practices.--Manage the application of these engineering business processes across the development product portfolio at the Lansdale site including scaling and tailoring of the requirements based upon program complexity and product type, scheduling of gate reviews, and auditing of process adherence.-- Assure that reviews are held and that artifacts are archived.-- Oversee engineering support of ISO audit requirements.Coordinate engineering support for production needs, including production readiness reviews (PRRs) and root cause / corrective action (RCCA) investigations.-- Select and assign the appropriate engineers to support PRRs and RCCAs.-- Provide RCCA oversight and assure closure, including application of corrective actions and / or continuous improvement actions to other associated products / programs / processes.-- Oversee product improvement design activities in support of continuous improvement initiatives for production products.Plan and coordinate operations support for development program needs, such as assembly of prototypes and engineering development models.Set expectations for engineering support of operations and supply chain visual boards.-- Role model and drive positive interactive behaviors.-- Represent engineering at the Lansdale Leadership Team (LLT) escalation board.Determine activities to be performed by production test engineering versus design engineering, expanding as production test engineering capability matures.-- Activities may include special screening, re-qualifications, First Article Inspections (FAIs), etc.Manage engineering department expense and capital equipment budgets.Manage engineering interface with IT for provisioning and maintenance of engineering servers, workstations, PCs, specialized engineering licenses, and other engineering needs.Manage configuration management and information management functions.Provide engineering leadership for ERP / PLM improvements and migrations as needed. Core Competencies: Ability to lead and drive high performance across a diverse product portfolio, with a strong focus on engineering execution and rigor, customer satisfaction, and speed to marketAbility to apply sound technical and programmatic judgment, make impactful decisions in complex and ambiguous situations, often with incomplete dataAbility to work within a matrixed management structure in an agile and non-siloed mannerAbility to build excellent relationships with key stakeholders, ensuring ---cross-pollination--- of insights and experiencesAbility to ensure effective design discussions occur at all levels; strong written and verbal communication skills, employing diplomacy, confidence and tact; assertive without antagonism or alienation--Critical thinking knowledge to identify and investigate potential risk areas, oversee root cause analyses, and resolve technical issues in a comprehensive manner.-- Demonstrated ability to quickly review and analyze data, create reports, and present findings to panels, groups, teams, or departments as requiredAbility to strongly mediate and develop alternate approaches when there are diverse and conflicting needs in order to achieve positive outcomesGood engineering work practice/ethic, self-motivated, and reliable.-- Demonstrated ability to manage others in both straight-line and dotted-line relationships.Ability to role-model for the organization in line with Cobham's SPIRIT values, exhibiting exemplary leadership behavior and emotional intelligence Key Measures / Milestones: Attaining Engineering Operational Excellence goals for development programs including technical, schedule, development cost, design-to-unit-production cost, design for manufacturability, and design for reliability goalsEngineering Key Performance Indicators (KPI) improvement Minimum Qualifications: BS Engineering or Physics + 8 years' development experience, including 5 years' experience in coordinating multi-discipline engineering development teams in a high-tech manufacturing companyMinimum of 8 years' experience with electronics or electro-mechanical design & manufacture and strong technical expertiseMinimum of 8 years' experience in managing technical efforts, including scheduling and action items for development programsMinimum of 8 years' experience in driving engineering processes, practices, and measures of performance and proven track record with continuous improvement achievements in engineering organizations, including working knowledge of LCM and/or Stage-Gate methodology and Lean practicesMinimum of 8 years' experience--effectively communicating across functions, to management, and to customersAbility to obtain and maintain a SECRET security clearance Preferred Qualifications: Master's degree in a technical specialty or in managementActive SECRET security clearanceExperience in program management or business managementExperience using Microsoft Project to plan and manage engineering activitiesCertification in Lean 6-sigma methodsExperience working in and driving results in a matrix organizationBusiness experience, including responsibility for budgets, cost estimates, and resource planning--Experience interfacing with IT for engineering applicationsExperience with ERP and PLM tools and migrations Security: All applicants must be a U.S Citizen or U.S Person as defined by ITAR (a lawful permanent resident or someone who is a protected individual as defined by 8 U.S.C.1324b(a)(3)).
