Job Description:
Reporting to the Chief Quality Officer the Program Director will
use data-driven methodology to ensure appropriate utilization and
compliance with 340B regulations as well as financial optimization
of the 340B program across all Covered Entities. They will act as
the liaison with necessary affiliated departments to ensure 340B
program integrity, assist the organization oversight operations
management, contracting, project management, vendor management, and
revenue and spend managements. The Program Director will also
actively engage with leadership and participate in decision-making
processes related to the implementation of 340B initiatives.
Develops and maintains internal relationships (Legal, Compliance,
Finance, IT) and external relationships (wholesalers, manufactures,
contract pharmacies, split-billing software vendors, pharmacy
benefit managers, and third-party administrator (TPA)) as needed.
Ensures that policies and procedures are developed, implemented,
and maintained according to organizational, regional, national,
state, and federal requirements. The Program Director will also be
responsible for: Compliance
- Ensure the 340B program maintains adherence to 340B Program
regulations and guidelines.
- Assure ongoing maintenance of up-to-date policies and
procedures and offer contributions and changes to ensure
compliance.
- Administer systems and processes to limit program liabilities
and provide proper audits to identify risk and prevent duplicate
discounts and diversion.
- Perform review of all pertinent audits on a routine basis; may
involve presenting and resolving reconciliation issues as they
arise during the monitoring and reconciliation process.
- Monitor and lead compliance to FIGHT's 340B reoccurring
calendar of responsibilities.
- Lead any 340B audits whether it is annual audit by 340B third
party vendor or HRSA audit.
- Chair the quarterly 340B Governance Meeting. Program
Enhancement/Optimization:
- Perform financial analysis to recognize the value opportunity
of the 340B Program.
- Assess and implement opportunities for cost savings, revenue
generation, and system improvements including developing effective
marketing strategies.
- Continue to build knowledge of the health care and pharmacy
services industry and use that knowledge to identify ways and make
recommendations to improve the 340B Program.
- Construct appropriate financial metrics to assess areas of
improvement
- Monitor, report, and analyze all financial and compliance
aspects of the 340B program.
- Manage purchasing, receiving, and inventory control
processes.
- Monitor changes to the 340b program on a federal level and make
recommendations for organizational response The individual in this
position must:
- Possess knowledge associated with 340B program and its
associated regulations and requirements.
- Have experience in managing multiple covered entities and FQHC
principles and practices.
- Ability to manage multiple Third-Party Administrators (TPA) and
create/manage profitable financial structures within each TPA.
- Experience in preparation and execution of successful HRSA
audits.
- Ability to manage and improve compliance with the use of
internal and external auditors.
- Perform associated duties that are predominantly intellectual
and varied in nature, requiring creative, analytical, evaluative,
interpretive, and/or critical thinking
- Exercise discretion and independent judgment, requiring only
general supervision for day-to-day tasks
- Serve as an operational resource for internal team members,
especially the pharmacy team, for expedited problem identification
and resolution, provision of project-specific updates, and team
interactions and deadlines. Requirements:
- Bachelor's degree in a healthcare-related field, business
management (finance, accounting), or information technology
and,
- Three years of management experience in 340B operations
(required).
- Working knowledge of analytics; and knowledgeable regarding
analyzing and reporting data to identify issues, trends, or
exceptions to drive improvement of results and find solutions
(required)
- Experience and knowledge of IT, Business Analysis, Quality, and
Project Management industry standards, best practices, and
frameworks such as IIBA, PMI, and Six Sigma (preferred).
- Experience with multiple sites, EHRs or pharmacy systems
(preferred) Knowledgeable in:
- Knowledge of HRSA and Office of Pharmacy Affairs
Guidelines.
- Knowledge in contracting, pharmaceutical purchasing, and
inventory systems.
- Experience working in a 340B program in a multi-facility
system.
- Accounting principles, cost analysis, budgeting, forecasting,
market and supplier research and analysis. Preferred
Qualifications:
- Strong organizational skills, high attention to detail and
creativity is essential
- Excellent writing and deductive reasoning skills
- Excellent communications, interpersonal skills and
collaborative skills
- Flexible, self-motivated, organized, able to work well under
pressure
- Requires reporting and presentation skills to communicate
initiatives status at all levels of the organization
- Willingness to following universal precautions and maintain
patient confidentiality is required.
- Experience/Competency with EMR systems (i.e. - eClinicalWorks)
is preferred.
- Proficient in Microsoft Office Suite
- This employee is expected to represent Philadelphia FIGHT both
onsite and, in the community, in a professional, efficient manner
that reflects the high level of integrity and customer service
mandated by Philadelphia FIGHT. Certifications Within 30 days of
hire, complete training in HIPAA regulations. Complete 340B Apexus
Certification on a yearly basis. Physical Demands:
- Occasional lifting of 10-20 lbs and pushing of 5-20 lbs
- Sitting approximately 80% of the time
- Normal accessibility and mobility required
- Ability to work at a computer screen for long periods of
time
- Ability to continuously stand, walk or sit. Ability to squat
occasionally.
- FIGHT requires proof of successful completion of COVID-19
Vaccination series for all new employees. Work Environment:
- Generally works in a clinical office environment but may
occasionally be required to perform job duties outside of the
typical clinical setting.
- Local travel required between Philadelphia FIGHT Community
Health Centers. Other
- Initial probationary period is three months (90 days).
